Diverse work environment that blends program and project operations management activities.  Implement effective and efficient operational and compliance activities to deliver projects in accordance with contractual obligations, company policies, Group Standard Operating Procedures (SOPs) and Guidelines and client rules and regulations. Directs and/or contributes to one or more internal operations-focused projects, including development of policies, processes and procedures that align with best practice in project management. The candidate for this position will spend approximately 50% time on program- level research operations and 50% time leading or supporting project-level research programs and projects.

Responsibilities

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily:

 

Program-level Operations

  • Lead initiative to develop and implement a process and forecasting tool for standardized, routine reporting of staff utilization; work with line managers and other project support staff to identify any gaps or anticipated gaps in staff coverage
  • Act as a liaison across key research stakeholder groups to facilitate collaboration and alignment of research operations to ensure efficiency and effectiveness
  • Train and mentor junior staff in the development of policies, procedures and processes in the support of the SSS research portfolio
  • Coordinates with other company Operating Units and Shared Support Services (e.g., contracts, finance, business development, etc.) to meet both Operating Unit-specific and cross-company objectives
  • Support on-going business development efforts, including capture planning for large and strategic growth opportunities and other duties as assigned
  • Lead and/or develop other research operations assignments, as needed

 

Project-level Operations

  • As Project Manager, lead research projects across a diverse portfolio of public health and clinical research initiatives
  • Train and mentor junior project management staff in the development of contract work plan schedules, milestones, cost estimates and budgets; identify areas of risk and incorporate risk mitigation plan; using a tracking system, develop timelines and schedules of deliverables and manages resources to achieve milestones
  • Support grant and contract proposal efforts, to include technical and/or business volumes, where appropriate

Qualifications

Candidates for this position should have the following education/experience and demonstrate mastery of the following knowledge, skills, and abilities:

 

Education and Experience

  • Master’s degree in content field or equivalent, or Bachelor’s degree and equivalent experience
  • Ten (10) years of related management or professional experience
  • Experience in Clinical Trials, Clinical Research and/or Public Health research
  • Minimum five (5) years of experience project managing Federal contracts or grants.
  • Formal project management training and expertise; PMP and/or Lean Six Sigma highly preferred

 

Knowledge, Skills and Abilities

  • Experience managing multiple operations activities simultaneously in a fast paced government contract research environment
  • Define scope, budget and schedule for operations projects
  • Identify risks and recommend appropriate resolutions
  • Experienced in Project Management, including managing contractual and financial activities for federal contracts or grants, and the research team to execute operations project effectively and efficiently
  • Strong management skills with ability to mentor, coach, lead, develop and evaluate staff
  • Strong organizational skills and the ability to prioritize multiple tasks and projects
  • Experience supporting federal contract grant and contract proposals, to include proposal management, writing, and pricing, preferred
  • Must be detail-oriented, creative and flexible
  • Sound problem solving and decision making skills
  • Excellent written and verbal communication skills with the ability to successfully interface with staff at all levels of the organization
  • Work closely with numerous stakeholders from diverse organizations, attend meetings as a program liaison
  • Financial acumen and the ability to interpret and analyze financial reports
  • Ability to work independently across many departments and levels of an organization, including business services teams – contracts, procurement, finance, etc
